A Character Set is defining a set of characters and their encoding. Newer standards (such as
Unicode) separate these issues by defining the set of characters (
CCS) and their encoding (
CES) separately, but in many cases (such as the popular
ASCII Character Set), the characters and their encoding are defined in a single step.
