Although UCS defines character codings (UCS-2 and UCS-4), they are hard to use in many current applications and protocols that assume 8- or even 7-bit characters. UTF formats usually are variable length formats, for example in UTF-8 a character is represented by 1 to 6 bytes, while in UTF-16 a character is represented by 2 to 4 bytes (UTF-32, however, always encodes characters as 4 bytes).
